Ned Kelleher of the NPS reports:
Reference the Verizon Tower, final right of way contract is being worked on between the NPS and Verizon lawyers. Construction to start when the snow melts, 60 days +- to construct the tower, seems to be moving along.

I also inquired with the media contact for Verizon Wireless regarding the status of the cell tower. The reply I received from their North California/Nevada PR Contact was this:

We are in the process of finalizing our lease with the property owner [the NPS]. I’ll be sure to let you know when construction is complete and the cell site is turned up.
